Purchase of identity document and smart card readers

Summary

The procurement is for 120 readers for electronic identity documents and smart cards. The devices must automatically read the MRZ data and contactless RFID and contact-chip data from passports, eID cards and other ICAO-compliant documents. They must support the required ICAO, ISO, CCID and PC/SC standards, work with Windows, Linux and macOS, and include a USB cable, necessary drivers and user documentation. Specific functional, size and operating-temperature requirements also apply. The bidder must deliver and install the devices in Riga by 30 November 2026. The offer price must include three years of technical support and maintenance; the devices must have a warranty of at least 24 months. Payment is due within 20 working days after delivery, installation and quality approval. The bidder must demonstrate the required registration, technical competence and relevant experience, and submit technical and financial offers with the required declarations.
