Right to Conclude a Framework Agreement for Employee Health Insurance

Summary

The tender seeks insurers to provide health insurance for approximately 3,300 employees of Riga’s public transport company. A framework agreement will run for three years. The first year of insurance is planned for 1 January to 31 December 2027; providers for the second and third years will be selected through price enquiries under the framework agreement. The estimated total contract value is EUR 6,310,000 excluding VAT. The first-year annual premium for the basic programme must not exceed EUR 566.28 per employee. The programme must provide at least EUR 4,500 in health-care cover per employee and include outpatient and inpatient care and dental care; dental benefits must be at least EUR 150 and include a minimum 50% discount. The procurement also requires an open policy with annual cover of up to EUR 25,000 and administrative costs not exceeding 8%. The insurance is expected to cover approximately 3,300 employees, and the insurer must offer a broad network of health-care providers throughout Latvia. The framework agreement will be concluded with all bidders that meet the selection requirements and submit technically compliant offers. First-year offers will be assessed to identify the most economically advantageous offer, with a total of 100 points. Evaluation considers cover limits and benefits, additional services, the breadth of cover and exclusions, the contracted provider network, and the open policy’s administrative costs. Bidders must hold authorisation to provide health insurance and demonstrate the required previous experience.
