Services for organising and delivering Latvian as a foreign language courses

Summary

The procurement is for organising and delivering Latvian-as-a-foreign-language courses for Ukrainian civilians granted temporary protection in Latvia. Courses follow the contracting authority’s programmes at levels A1–C1, with 160 academic contact hours for each level. The provider must advise and support learners, form groups, deliver the teaching, keep attendance records and submit reports. Classes are primarily held in person in Latvia, but remote or blended delivery may be offered with the authority’s approval. Each group must have 8–15 learners. Teaching must start no later than one month after the relevant agreement is concluded, and each level must be completed within six months. To receive a course completion certificate, a learner must attend at least 80% of classes, or at least 128 academic hours. The provider must arrange an opportunity to take the state-language proficiency examination no later than 20 working days after the course ends; the examination fee and state duty are included in the price, and learners may not be charged extra. The framework agreement runs for up to 12 months, with an estimated total service volume of up to EUR 499,867.20 excluding VAT. The maximum payment is EUR 6.09 per learner per academic hour, excluding VAT and including applicable taxes, employer social security contributions and examination costs. Tenderers that meet the qualification and technical requirements and offer a price within the stated cap may be granted framework-agreement rights. Tenderers must provide evidence of the required experience and teacher qualifications, together with technical and financial offers.
