Internet connectivity and DDoS attack mitigation services

Summary

The procurement covers 24 months of internet connectivity and DDoS mitigation, together with secondary DNS and public IP address management. The supplier must establish a secure, highly available connection for the Riga Airport data centre: a primary connection of at least 500 Mbit/s and a physically and logically independent backup connection of at least 250 Mbit/s. The connections must operate around the clock, monthly availability must be at least 99.9%, and failover must take no more than 5 seconds. DDoS protection must cover IPv4 and IPv6 addresses and support automatic attack detection and malicious traffic filtering. The service must also maintain at least four DNS zones on two servers and provide a /24 public IP subnet. The bidder must be registered as an electronic communications provider and be entitled to provide data transmission and internet access services in Latvia. It must have direct connections to at least two Tier 1 internet service providers and connect to the national internet traffic exchange point. At least two specialists qualified to install, configure and maintain the required equipment must be assigned to the contract, with evidence of their qualifications. The offer must include a technical description, a network diagram evidencing the independence of the primary and backup channels, and a financial offer covering all costs. The service must be installed within one month of contract signing. If ordered, the autonomous system setup, registration and configuration must cost no more than EUR 3,000 excluding VAT. Price is the sole award criterion, and goods or services originating in Russia or Belarus may not be used in performing the contract.
