Organisation and delivery of educational camps for young people in Ogre Municipality

Summary

Ogre Municipality is procuring the organisation and delivery of educational camps for young people under a European Social Fund Plus project. The provider must design and run five two-day camps with one overnight stay, titled “Esi brīvs”, for students in grades 10–12: one camp in 2026, two in 2027, and one per year in 2028 and 2029. Each camp will have 15–20 participants. The 2026 camp is planned for 18–19 October in Ogre Municipality; the contract runs until 30 November 2029. The camps will address young people’s mental health and how to maintain it, stress management and concentration, addiction prevention and healthy habits, and the effects of nutrition and physical activity on emotional well-being. The provider must develop the daily programme and methodology, deliver the activities, and provide a suitably qualified team, youth supervision, safety arrangements, first aid, facilities and activity materials, and balanced meals. Activities must take place both indoors and outdoors. The provider must involve young volunteers from Ogre Municipality and cooperate with the municipality’s Oveselība health promotion unit. Price is the only award criterion; the lowest compliant bid will be selected. The bidder must have at least one relevant reference in psychological well-being, emotional resilience, stress management, mental health, or addiction prevention. The team must include at least three suitably qualified specialists, including a camp leader, a psychologist or psychotherapist, and a nutrition or public health specialist. Evidence of the camp leader’s and other specialists’ experience and qualifications is required. The bid must include a daily programme and methodology description and a financial offer covering all service costs.
