Preparation of Liepāja’s Air Quality Improvement Action Programme for 2026–2030
Summary
The contract is for preparing Liepāja’s air-quality improvement action programme for 2026–2030. The work includes assessing air pollution and its sources during 2021–2025, collecting emissions data, and modelling the dispersion of NO2, PM10, PM2.5 and benzo(a)pyrene. The contractor must propose measures to reduce pollution in 2026–2030, assess their effects on air quality, and compare their costs with their environmental and social impacts. The work also includes cooperation with relevant authorities and stakeholders, at least three working-group meetings, a public consultation, and coordination of the final programme with the Ministry of Climate and Energy. Deliverables include the programme and a summary of at least 10 pages in Latvian and English, modelling data, and emissions-calculation charts with their input data. The contract lasts 12 months; price is the sole award criterion. The bidder must have the required previous experience and provide a specialist with at least a master’s degree and experience in air-pollution dispersion modelling.
