Network architecture renewal and managed network services
Summary
The City of Fort-de-France is procuring a two-lot framework agreement to modernise its municipal network across 106 administrative, technical, educational, cultural and other sites. Lot 1 covers site surveys before deployment, refurbishment of equipment cabinets, and the installation, configuration, security, integration and testing of network equipment. The City supplies the equipment and configuration templates. Lot 1 is a framework agreement with up to three contractors, with a maximum value of EUR 105,000 excluding VAT; work is ordered as required. Lot 2 covers advanced monitoring, administration, operation and maintenance of the network infrastructure, as well as on-demand technician or engineer support. It covers network infrastructure only and excludes servers, systems, applications and workstations. Lot 2 is a single-contractor framework agreement with a maximum value of EUR 110,000 excluding VAT. Applicants must provide evidence of their legal standing and their financial, technical and professional capacity. The tender must include the signed commitment form, price schedules, the estimated-quantity pricing schedule for the relevant lot, and a technical proposal of no more than 15 pages. Price carries a 45% weighting and technical merit 55%; technical subcriteria for each lot cover compliance and measures of delivery capability and work organisation. Tenders must be submitted electronically in French and priced in euros by 19 October 2026 at 12:00 Martinique time. The stated contract term is 12 months. The special administrative conditions provide for one possible 12-month renewal, whereas the consultation rules state that the contract is not renewable; bidders should verify the term in the official tender documents.
