Social mediation services for the Neighborhoods 2030 programme

Summary

2terHabitat is seeking providers of social mediation services for priority neighbourhoods in Cayenne, Matoury, Kourou and Saint-Laurent-du-Maroni for 2027–2030. Mediators must maintain a regular local presence, use dialogue to prevent and address minor conflicts and disruptive behaviour, refer residents to appropriate services, and monitor and report social and technical problems. The procurement is divided into five lots: Cayenne, Matoury, Kourou A, Kourou B and Saint-Laurent-du-Maroni; bidders may submit offers for one or more lots. The contract runs from 1 January 2027 to 31 December 2030, with continuation decided by the contracting authority each year. The provider for Lots 1, 2 and 5 must carry out the specified social-inclusion activity. Offers must be submitted electronically in French by 28 October 2026 at 12:00 local time. Technical merit accounts for 60% of the evaluation and price for 40%.
