Manufacture and laying of hot asphalt mix for roads
Summary
CACEM is procuring the manufacture, supply, transport and laying of hot asphalt mix for community roads and platforms in Martinique. The work includes producing and laying different asphalt mixes as ordered, milling or in-place bitumen-emulsion recycling of existing pavement, preparatory and repair works, traffic management and site clean-up. The tender is divided into two lots: Fort-de-France and Schoelcher, and Le Lamentin and Saint-Joseph. Bids may be submitted for both lots. Each lot is a single-supplier framework agreement under which work is ordered as required. The initial term is 12 months, with three possible 12-month extensions, up to a maximum total term of 48 months. Bids must be submitted electronically in French and in euros by 30 October 2026 at 12:00. The offer must include the required undertaking document, technical memorandum, unit-price schedule and estimated quantities statement. Price carries a 50% weighting, technical quality 30% and environmental performance 20%. The technical assessment considers the equipment and personnel proposed for the work and the bidder’s safety, site-risk management and staff-training arrangements. Environmental assessment covers waste-disposal routes, material recycling and the company’s carbon footprint and reduction plan. Environmental performance conditions are mandatory. To demonstrate qualification, bidders must provide turnover information for the three most recent available financial years, business identification details, and the approvals and prefectural authorisation required to manufacture asphalt mix. No minimum turnover threshold is specified.
