Renovation and refurbishment of the Saint-François Municipal Police building
Summary
The tender covers the full renovation and refurbishment of the Saint-François Municipal Police building in Guadeloupe and preparation of a 25 m² room for an urban supervision centre. The works are divided into six separate lots: (1) site setup, clearance, demolition and structural works; (2) secure aluminium doors and windows, locks, access control and video intercoms; (3) partitions and suspended ceilings; (4) sanitary plumbing; (5) electrical works, air conditioning, low-voltage systems and upgrades to public-building requirements; and (6) painting. The supervision-centre room must be ready for its equipment, but operator desks, the video wall, computer equipment and other active systems are procured separately. The anticipated overall works period is six months from the planned start on 2 November 2026, including a 15-day preparation period. Each lot is evaluated separately: price 30%, technical quality 50%, environmental performance 10%, and delivery and completion times 10%. Applicants must submit the required financial, insurance, experience and competence evidence, together with a lot-specific price breakdown, a technical memorandum of up to 20 pages and a schedule. Performance must account for cyclone exposure, accessibility and fire-safety requirements, as well as safety precautions around an existing asbestos-cement pipe.
