Supply of Tools and Mechanical Workshop Equipment for the Oise Department

Summary

The Oise Department is seeking new tools and mechanical workshop equipment for maintaining and repairing its vehicles, machinery, roads and buildings. The supplies include, among other things, hand tools, cordless tools, jacks, compressors, welding equipment, tyre-workshop machinery and workshop fittings. One supplier will enter into a 48-month framework agreement, performed through purchase orders; the initial term is 24 months and may be renewed once for a further 24 months. There is no minimum spend. The maximum is EUR 300,000 excluding VAT, and the estimated total value is EUR 236,000 excluding VAT. Delivery is free of charge, with no minimum order quantity. Bidders must state their delivery time; if none is stated, the maximum is 10 working days. Products must be new and comply with applicable requirements; equivalent products must be justified, and each item must have a warranty of at least one year. The bid must include an application letter or permitted European Single Procurement Document with the required evidence, the signed contract commitment form, public catalogue prices, a discount schedule and the completed pricing schedule, including lines priced at zero. It must also include a technical submission covering products, ordering and delivery arrangements, after-sales support, warranties, and environmental and social measures. Bids must be submitted electronically by 3 November 2026 at 17:00; paper and email submissions are not accepted. Evaluation weights are price 60 points, technical merit 35 points, and environmental sustainability 5 points. Subcontracting and variants are not permitted.
