Technical assistance on pyrotechnical risks at the Paris heliport and Suzanne Lenglen Park

Summary

The procurement is for technical assistance in managing pyrotechnic risks associated with the development of the Paris heliport, Suzanne Lenglen Park and their surrounding areas. The work covers six phases: advice during design, defining investigation strategies, assistance with procurement of investigation and remediation works, monitoring pyrotechnical investigations, defining risk-management measures, and monitoring pyrotechnical remediation, earthworks and subsequent landscaping and development works across several zones. The contract runs for 48 months from award, has no extension, and the framework agreement has a minimum order value of EUR 0 and a maximum of EUR 800,000 excluding VAT. Prices are unit rates and work is ordered as needed. A site visit before submitting an offer is mandatory. Bidders must submit a dated, company-stamped technical memorandum of no more than 30 pages, describing the methodology and naming a mission lead and deputy, with four relevant examples of experience for each. The offer must also include a fully completed unit-price schedule. Evaluation includes, among other matters, the methodology, the key personnel’s experience and the environmental approach. During contract performance, the contractor must comply with non-discrimination requirements and promote equal opportunities and diversity.
