Project management assistance for revising Montesson’s local urban plan

Summary

The City of Montesson is seeking consultancy and project-management assistance to prepare and carry out the procedure for revising its local urban plan (PLU). The work includes analysing the current plan and the territory, preparing socio-economic and spatial diagnostics, assessing the environmental baseline and carrying out an environmental assessment. The contractor will help develop planning objectives, zoning, land-use and development rules, and planning proposals; support public engagement and consultation with public bodies; and finalise the revision dossier for approval. Technical and legal assistance must also be available in the event of a challenge to the revised plan. The contract has an initial term of 2 years and may be renewed once for a further 2 years, for a maximum total of 4 years. The main services are paid at a fixed lump sum; a single-supplier framework agreement covers additional services, with a maximum order value of EUR 10,000 excluding VAT for each two-year period. The submission deadline is 26 October 2026 at 12:00. Tenders must be submitted electronically in French and in euros. The award criteria are price (40%: 30% for the fixed-price total and 10% for unit prices), technical merit (55%) and environmental performance (5%).
