Supply of hygiene and cleaning products

Summary

The procurement covers the supply of routine cleaning products and supplies (Lot 1) and hygiene products, dispensers and consumables (Lot 2) for a purchasing group of four higher-education institutions. Bidders may tender for one or both lots. The supplier must deliver items to the requesting departments, maintain product quality, provide an online ordering platform, and train users and cleaning staff. Hygiene products and related consumables must meet the environmental-performance requirements of the EU Ecolabel or an equivalent label; cleaning products should be selected with preference for options with lower environmental and health impacts and eco-labels. A single-supplier framework agreement will be awarded for each lot, with no minimum overall contract value and with annual maximum values set for each purchasing institution; the minimum order value is EUR 150 excluding VAT. The initial term is one year, with up to three annual renewals and a maximum total term of four years. Delivery must generally take no more than six working days. Dispensers are to be inspected monthly, and a faulty dispenser must be repaired or replaced within three working days; goods carry a minimum two-year warranty. Offers will be evaluated on price (45%: unit prices 35% and product-family discounts 10%), offer quality (40%), and environmental quality (15%).
