Management of the Val Briard intermunicipal community’s traveller reception area
Summary
The contract covers management of the 30-place traveller reception area operated by the Val Briard intermunicipal community in Marles-en-Brie. The work includes receiving and mediating with families, enforcing site rules, providing administrative and accounting services, and collecting occupancy and utility charges. The contractor must also maintain and repair buildings, utilities and outdoor areas, remove waste and bulky items, secure the site, and operate and maintain the existing remote-management metering system. The contract starts on 1 January 2027 for an initial one-year term and may be tacitly renewed three times, up to a maximum total term of four years. Bidders must submit an annual lump-sum offer, a completed price breakdown and a technical proposal describing, among other things, accounting arrangements and the handling of unpaid amounts. Minimum staffing is 0.5 full-time equivalent administrative mediator and 0.5 full-time equivalent technical worker competent in plumbing and electrical work. Round-the-clock on-call cover is required; in the event of an incident, the contractor must attend within one hour and restore water or electricity within four hours, unless the interruption is attributable to the supplier. The site is open on weekdays and closes for four weeks each year during the summer. Maintenance includes at least 9 grounds-maintenance visits and 4 pest-control visits annually, monthly bulky-waste removal, and at least one legionella analysis and fire-extinguisher inspection per year. A site visit is mandatory: it must be arranged by email and take place either on 14 October 2026 at 10:00 or on 20 October 2026 at 10:00. Evaluation weights are price 40%, technical merit 50%, social and professional inclusion 5%, and environmental value 5%.
