Operation and maintenance of installations and equipment at the ECLPN main site

Summary

The tender covers the operation and maintenance of the building systems and equipment at the ECLPN main site in Limoges. Under a single-supplier framework agreement, the contractor will operate the systems and provide preventive and corrective maintenance, repairs and on-call services. The fixed fee includes consumables and spare parts costing less than EUR 1,000 excluding VAT; higher-value spare parts, urgent or unforeseen work, and on-call time beyond the fixed allowance will be ordered separately. The work includes, among other areas, electrical and fire-safety systems, heating, ventilation, cooling, water and plumbing systems, building components and maintenance of the shooting range. The contract starts on 1 July 2027, runs for an initial firm term of 36 months and may be renewed once for 12 months, up to a maximum of 48 months. Tenderers must demonstrate professional suitability and adequate economic, financial, technical and professional capacity, provide the required turnover information and relevant references from the last three years, and attend a mandatory site visit. The offer must include the pricing schedules, proof of the site visit, a declaration concerning Russia, an environmental-policy annex and a technical submission of no more than 50 pages. Offers must be submitted electronically in French by 23 November 2026 at 12:00. They will be evaluated on technical quality (35%), price (45%) and environmental performance (10%).
