Study and advisory support for the Cybéliades and Hélions II boreholes
Summary
The contract covers studies and advisory services for two boreholes in the Bas-Rhin department: the regulatory abandonment of the Hélions II borehole and assessment of its potential reuse as a deep geothermal probe, as well as the regulatory works required for the Cybéliades borehole and options for its reuse. The contractor will prepare a methodology, work plan, schedule and deliverables for both sites, including a separate assessment of geothermal, heating-plant and residential-area scenarios for Cybéliades and abandonment and reuse scenarios for Hélions II. The planned contract period is up to 13 months, with services provisionally scheduled from 4 January 2027 to 31 January 2028. This is a single, unloted ordinary services contract priced as a fixed lump sum. Bids must be submitted electronically in French and in euros by 24 November 2026 at 12:00. The award criteria are technical merit (45 points), price (30), the assigned team’s skills and comparable references (20), and environmental performance (5). Environmental requirements include digital delivery of documents, limiting paper printing, prioritising videoconferencing, and avoiding large email attachments.
