Acquisition and delivery of equipment for studying animals in their natural habitats

Summary

The University of Reims Champagne-Ardenne is procuring equipment in nine lots for studying animals in their natural habitats. The lots cover GPS-VHF tracking collars and tags, field instrumentation and testing equipment, a 3D printer, camera traps with protective housings, a VHF signal receiving station, and CTD probes. A framework agreement will be awarded to one supplier for each lot, with orders placed under the agreement; bidders may submit offers for all lots. The maximum contract term is four years, with up to three automatic 12-month renewals unless the authority gives notice otherwise at least three months before the current term ends. Offers must be submitted electronically in French and in euros by 28 October 2026 at 12:00. Offers remain valid for four months. Among other documents, bidders must provide forms DC1 and DC2, turnover information for the last three available financial years, an appropriate bank statement or evidence of professional indemnity insurance, and a completed supplier information form with bank account details. The offer must include the signed contract form and annex, a fully completed unit-price schedule, technical product sheets or detailed product quotations, and a technical memorandum on product repairability and/or collar materials, delivery arrangements, and measures to reduce the equipment’s impact on animals. Depending on the lot, evaluation assigns 50–80% to price, 10–45% to technical merit, and 5–20% to environmental or repairability considerations; technical subcriteria include battery life, product performance, transmission options, and measurement accuracy. For lots 4 and 7, bidders may offer collars or tags designed for beavers.
