Supply of a Benchtop Rotational Rheometer for Eco-Efficient Processes

Summary

BIKiNNOV is procuring a benchtop rotational rheometer for its laboratory, together with the required workstation, software, accessories and installation. The instrument will measure the rheological properties of liquid and semi-solid materials such as paints and coatings, resins, adhesives, lubricants and polymers, supporting product and process development for the two-wheeler industry and sustainable mobility. It must measure viscosity, flow curves, yield stress, thixotropy and viscoelastic properties and meet detailed torque, speed, frequency, normal-force and temperature specifications. The supply includes a monitor of at least 27 inches, a computer with the specified or equivalent performance, a Portuguese keyboard and mouse, and a Windows 11 Pro licence. Bidders must submit a compliant offer, a declaration accepting the tender specifications, a current commercial-register certificate or equivalent evidence, and an environmental-requirements declaration. The offer must be submitted electronically and signed by an authorised representative; documents used to evaluate offers must be in Portuguese. Consortium bids and variant offers are not permitted, and offers must remain valid for at least 66 days after the submission deadline. The price must not exceed EUR 39,000 excluding VAT, and price is the sole award criterion. The equipment must have zero emissions or, if no zero-emission alternative is available, meet one of the best environmental performance levels available in the sector. Delivery and installation at BIKiNNOV must be completed within one month of contract signature or by 31 December 2026, whichever comes first. A minimum 36-month warranty and technical support in Portuguese or English, including remote assistance, are required; on-site support must begin within 72 business hours of a request. The offer deadline is 5 October 2026 at 17:00. The successful bidder must provide the required qualification documents within five business days of notification of the award decision.
