Monitoring, reporting and evaluation of organisations funded by the Department

Summary

The tender concerns monitoring, reporting on and evaluating organisations funded by the Landes Department during 2027–2030. It is divided into three lots: annual activity reporting for local mixed-economy and public companies; financial and, where relevant, tariff analysis of social and medical establishments and funded associations or federations; and verification and follow-up of audit and inspection recommendations for publicly or privately funded organisations. The work includes analyses, reports and meetings, as well as enhanced or urgent follow-up and staff training when requested. For the third lot, the contractor will report on the implementation of recommendations for each audited organisation and arrange at least one meeting with that organisation. This is an order-based framework agreement with no minimum volume. The initial term is 12 months from 1 January 2027 and it may be renewed three times. The annual maximum is EUR 40,000 excluding VAT for Lot 1 and EUR 30,000 excluding VAT for each of Lots 2 and 3. One contractor will be appointed for Lot 1 and up to three for each of Lots 2 and 3. Bids must be submitted electronically by 3 November 2026 at 10:00 and remain valid for 180 days. Evaluation gives 30% to price, 60% to technical quality and 10% to environmental performance. Bidders must describe their organisation and methodology, team expertise, timetable, sample deliverables, and measures to reduce the environmental impact of travel and digital activities.
