Operation of the Donchery wastewater treatment plant and drinking-water network
Summary
The tender covers drinking-water distribution and wastewater treatment services in Donchery, divided into two lots: Lot 1 covers operation of the wastewater treatment plant and pumping stations, while Lot 2 covers operation of the drinking-water distribution network. The contract is a composite framework agreement combining call-off work with a fixed-price component. Lot 1 runs for an initial 48 months with one 48-month extension, for a maximum total of 96 months. Lot 2 runs for 54 months from 22 January 2027 and ends on 30 June 2031. Tenders must be submitted electronically by 19 October 2026 at 16:30; variants are not permitted. Tenderers must describe their staff and equipment, crisis and breakdown response arrangements and intervention times, planned renewal and improvement works, health and safety arrangements, waste management, and measures to reduce nuisance. A site visit is mandatory for Lot 1, and the signed visit certificate must be submitted as evidence; alternatively, the tender may demonstrate by other means the tenderer’s thorough knowledge of the site and its constraints. Performance of either lot includes a required social-inclusion action and environmental conditions, including compliant waste management and measures to reduce odour, visual and noise nuisance. The award score is based on technical value (50 points), price (40 points) and environmental value (10 points).
