Maintenance and development of i-Parapheur, Pastell, ASALAE and VERSAE software

Summary

The procurement is a 48-month framework agreement with one supplier for the maintenance, development and related services of the Alsace European Community’s i-Parapheur, Pastell, ASALAE and VERSAE software. The work includes corrective and evolutionary maintenance for each product, updates and new releases, additional modules when needed, technical or functional support, training and specialist services. Work is ordered as needed through buyer-approved purchase orders. There is no minimum volume; the framework agreement has a maximum value of EUR 225,000 excluding VAT. Tenders are assessed on price (60%), technical quality (35%) and environmental performance (5%). Tenderers must provide overall turnover and turnover in the relevant business area for up to the last three available financial years, plus a list of similar services delivered in the last three years stating value, date and recipient. No minimum turnover threshold or fixed number of references is specified. The bid must include the completed and electronically signed commitment form, the completed price schedule and indicative estimate, the completed response framework and the supplier’s price catalogue. The response framework must address maintenance and the technical architecture, security, personal-data protection and environmental requirements. The bid and supporting documents must be in French and submitted electronically by 2 November 2026 at 12:00.
