Supply of road maintenance materials and equipment, traffic signs and road-marking paints

Summary

The City of Lens is seeking a six-lot framework agreement for supplies used to maintain roads and urban areas: traffic signs (lot 1); road-marking paints and materials (lot 2); asphalt mixes (lot 3); cement and related products (lot 4); urban furniture supply and, where required, installation (lot 5); and small road-maintenance equipment and consumables (lot 6). Bidders may tender for one or more lots. This is a call-off framework with one contractor per lot and no minimum purchase commitment. The per-period ceilings, excluding VAT, are €200,000, €45,000, €25,000, €35,000, €250,000 and €20,000 respectively; the maximum across all possible contract periods is €2.3 million excluding VAT. Lots 1–2 start on 1 January 2027 and lots 3–6 on 1 February 2027, or on the later notification date, and all end on 31 December 2027. The agreement may be tacitly renewed three times for one year each. Bids must be submitted electronically by 12:30 on 2 November 2026 and remain valid for 120 days. Products must meet the technical specifications and applicable standards. For example, traffic signs in lot 1 must be duly certified, road-marking products in lot 2 must be certified, and the lot 2 bid must include a training plan covering at least four topics. Deliveries are made against orders, and the contract includes environmental and social performance conditions.
