Supply of printed and electronic monographs

Summary

Université Jean Moulin Lyon 3 is seeking a four-year framework agreement for call-off supplies of printed monographs for teaching and research and title-by-title electronic monographs. The contract is divided into three lots: (1) printed French-language or French-published monographs, estimated at EUR 1,150,000 with a ceiling of EUR 2,500,000; (2) printed English- and German-language monographs, estimated at EUR 230,000 with a ceiling of EUR 350,000; and (3) electronic monographs in all languages, title by title, estimated at EUR 55,000 with a ceiling of EUR 100,000. These amounts cover four years and exclude VAT. Bids may be submitted for one or more lots. The agreement is planned to start on 1 March 2027, run initially for two years and be renewable twice for one year each. Bidders must demonstrate professional, technical and financial capacity and provide relevant references from the last three years, dated and showing their values, a company profile, the required bid forms and a completed price schedule. Evaluation considers, among other matters, service delivery, order handling, delivery arrangements, the proposed electronic catalogue and environmental performance. Price carries a 10% weighting for lots 1 and 2 and 20% for lot 3. Bids must be submitted electronically by 12:00 noon on 2 November 2026 and remain valid for four months.
