Supply of fuel and electric vehicle charging cards and related services for the Municipality of Bezons

Summary

The Municipality of Bezons is procuring fuel and electric-vehicle charging cards, together with related services, under a framework agreement divided into two lots. Lot 1 covers fuel cards and Lot 2 charging cards; both include card payments for tolls, parking and additional services such as vehicle washing and tyre-pressure checks. The services must be configurable on each card and manageable through an online tool. Fuel cards must support purchases including 95, 95 E10 and 98 petrol, premium 98 petrol, premium diesel, diesel and AdBlue. Charging cards must work at stations in Bezons or, alternatively, within 5 km and/or 10 minutes of the town hall, and across metropolitan France; the network must also accommodate heavy and large vehicles. Estimated annual fuel volumes are 4,000 litres each for 95, 95 E10, 98 and premium 98 petrol, 7,000 litres of premium diesel and 25,000 litres of diesel. These estimates are indicative and non-binding. There is no minimum contract amount; the maximum per period is €200,000 excluding VAT for Lot 1 and €10,000 excluding VAT for Lot 2. Each lot runs for one year and may be expressly renewed three times, for a maximum total term of four years. Tenders must be submitted electronically and include the completed contract form, unit-price schedule and fully completed technical memorandum for each lot bid for. Evaluation awards 60 points for price, 35 for technical merit and 5 for environmental value. The submission deadline is 3 November 2026 at 12:00.
