Purchase of a new tipper utility vehicle under 3.5 tonnes

Summary

The City of Talant is purchasing one new tipper utility vehicle weighing less than 3.5 tonnes. The vehicle must have a gross train weight of at least 7 tonnes, a diesel engine rated at no less than 150 hp, manual transmission and rear-wheel drive, white paint, three seats and a suspended driver’s seat. Required features also include all-season tyres, a tow hitch, an aluminium tipper body with the specified tailgate and fittings, a box behind the cab, an access ladder, a cone holder, storage under the body and a tare-weight plate. The bidder must provide a technical response for the vehicle and information on maintenance, repairs and environmental performance. The procurement has one lot. Offers are assessed on price (60 points), technical value (30 points) and environmental performance (10 points). The price assessment is based on the vehicle’s base price, excluding optional extras. The optional extras are a warning-light and marking kit, and imitation-leather seat covers with plastic floor mats; the purchaser will decide whether to order them after ranking the offers. Bidders are also asked to offer a trade-in price for a 2012 Nissan Cabstar Ampliroll. The vehicle must be delivered at no extra charge to the municipal technical centre in Talant, within the agreed period, which must not exceed 12 months from receipt of the purchase order. The purchaser must be notified of the delivery date 48 hours in advance. At delivery, the vehicle must have permanent registration and two keys, and the supplier must provide a technical and maintenance manual in French. The supplier must be able to demonstrate that the required vehicle inspections have been completed; training for municipal staff is not required. Offers must be submitted electronically by 23 October 2026 at 12:00. The submission must include the required application and qualification information and the completed offer documents, including the price schedule and technical response form accompanied by vehicle documentation.
