Inspection services for non-collective sanitation systems (SPANC)
Summary
The contract covers inspection services for non-collective sanitation systems across the ten municipalities of the Médullienne intermunicipal community. The single-provider framework agreement includes design and siting checks for new or rehabilitated systems, inspections of completed works, periodic inspections and inspections connected with property sales, follow-up inspections, and inspections of systems exceeding 20 population equivalents. The work also includes advising users, preparing inspection notices, entering data in the authority’s software and submitting annual data to SISPEA. The contract runs for three years from 1 January 2027 and has a maximum value of €180,000 excluding VAT. The tender deadline is 29 October 2026 at 12:00. Price accounts for 60% of the score and technical merit for 40%; technical subcriteria are methodology (15%), timeliness (10%), the quality and completeness of reports (10%), and annual data submission to SISPEA (5%). The contractor must comply with the contract’s social and environmental conditions, including planning inspection routes to reduce travel distances, preferring low-emission vehicles, and submitting a greenhouse-gas emissions report and reduction action plan by the end of the first year.
