Summary

The City of Saint-François is seeking one supplier for an integrated SaaS solution to manage school, after-school and extracurricular activities, including implementation, hosting, maintenance and user support. The solution must cover family and child records, school enrolment, activity registration and booking, attendance tracking, pricing and billing for meals and other services, a family web portal, notifications, reporting and data required by the CAF. The work also includes migration of existing data, interfaces, training and, if required, additional services and the supply of approximately 15 attendance tablets. The framework agreement has an initial term of 12 months and may be renewed three times, for a maximum total term of 48 months. There is no minimum order value for call-off services; their maximum value is EUR 110,000 excluding VAT. The estimated value of the contract over its maximum term is EUR 160,000 excluding VAT. Implementation must be completed within four months at the latest. The deadline for submitting offers is 23 October 2026 at 12:00 Guadeloupe local time, and offers must be submitted electronically. Bidders must provide evidence of their financial and technical capacity and submit a complete technical offer and pricing schedules. Evaluation gives 35% to price, 20% to functionality, 20% to the implementation method, 10% to the project team, 10% to timing and service quality, and 5% to environmental performance.
