Advisory services for renewing Alès's district heating and cooling concession

Summary

The City of Alès is seeking general administrative, technical and financial advisory services to prepare the renewal of its district heating and cooling concession and update the network development plan. The work includes a contractual, technical, economic and environmental assessment of the existing service; comparison of management and energy scenarios; assessment of network expansion and renewable-energy options; preparation of the future concession documents and economic model; support with bid evaluation and negotiations; preparation of the transition to the new operator; and monitoring of the new concession from 15 September 2029 to 14 September 2030. The contract has six technical phases, is not divided into lots, and does not allow variants. The bidder must provide a team with the necessary technical, financial, economic, administrative, energy, environmental and circular-economy expertise. The application must include turnover information for up to the three most recent years, an appropriate bank statement or valid professional-risk insurance evidence, and a list of significant services performed during the last three years, stating their value, date and recipient. The tender must include a technical memorandum and pricing documents and must be submitted electronically in PDF format in French. The deadline for submission is 30 October 2026 at 12:00. Price accounts for 60% and technical merit for 40% of the evaluation.
