Consultancy for analysing and selecting a site for a waste-to-energy facility in Villeneuve-sur-Lot

Summary

The contract is for consultancy services to VALORIZON to analyse and select a suitable site in Villeneuve-sur-Lot for a future waste-to-energy facility. The work comprises four phases: collecting the necessary data and identifying potential sites; comparing the sites and making a recommendation; conducting a more detailed analysis and engaging stakeholders; and preparing to secure the land and assisting with negotiations. The maximum contract performance period is 6 months and the estimated ceiling is EUR 120,000 excluding VAT. The contract is not divided into lots, and variants are not permitted. Tenderers must provide candidate information and evidence concerning turnover, staffing, similar assignments from the past three years and valid liability insurance. The tender must include the completed engagement form, a signed unit-price schedule and a technical memorandum setting out the team, methodology, timetable, technical resources and deliverables. Tenders will be assessed on technical merit, weighted at 60 points, and price, weighted at 40 points. Tenders must be submitted electronically by 12:00 noon on 30 October 2026.
