Coach hire with driver for the Municipality of Osny

Summary

The Municipality of Osny is procuring coach hire with drivers for two types of service: daily school-day transport within Osny and neighbouring towns, and journeys requested by the municipality's departments and organisations. On-demand journeys are booked as one-day services covering 5–1,000 km; the price schedule includes coaches with 57–62 seats and at least 63 seats, with different half-day and full-day packages. The coach and driver must remain available throughout each service, be suitable for the number of passengers, and comply with applicable transport and safety rules. The contractor must also provide a coach with designated spaces for passengers with reduced mobility when required. This is a single-supplier framework agreement with a maximum total value of EUR 1,200,000 excluding VAT. The initial term is one year, with three possible tacit one-year renewals, for a maximum total term of four years. Services are paid for at unit prices. Bidders must provide the requested company financial, experience, staffing and technical-resource information, as well as the licences and evidence needed to provide passenger transport services. The tender must include the signed commitment form and social-inclusion addendum, a fully completed and signed unit-price schedule, the completed estimated-quantity schedule, a technical memorandum and a presentation of the project team. During contract performance, the contractor must provide at least 20 hours of employment-inclusion activity each year and meet the environmental, safety and reporting obligations.
