Framework agreement for infrastructure engineering and construction supervision assignments for departmental roads, structures and natural areas

Summary

The procurement concerns a four-year framework agreement for infrastructure engineering and construction supervision assignments for departmental roads, including cycling facilities, bridges and other structures, as well as natural areas. The assignments cover investment-plan projects, safety projects and network maintenance projects where the works budget is below EUR 6 million excluding VAT. There are two lots: Lot 1 covers road infrastructure projects, including cycling facilities and structures, and Lot 2 covers specific structure projects. The framework agreement has no minimum value and a maximum value of EUR 1.5 million excluding VAT per lot, or EUR 1.8 million including VAT. Up to two lots may be submitted for and awarded to a tenderer, and the framework agreement may have up to six operators. The planned term is 48 months from 30 October 2026. Tenders must be submitted electronically by 16 October 2026 at 16:30. Award criteria are technical quality, environmental value and price. For Lot 1 their weights are 60%, 10% and 30%; for Lot 2 they are 40%, 10% and 50%. The estimated overall contract value is EUR 3,000,000 excluding VAT.
