Framework agreement for media consulting and advertising space purchasing, including media partnership management

Summary

The tender concerns a single-supplier framework agreement for media consulting, media planning, advertising space purchasing, negotiation with advertising sales houses and platforms, campaign adaptation, campaign monitoring, reporting, performance analysis, optimization recommendations and operational management of media partnerships for the Army Museum. The framework has no minimum value and a maximum value of EUR 1,340,000 excluding VAT over its total term. It runs for one year from notification and may be renewed three times for one year, giving a possible total duration of 48 months. The supplier must provide a capable media team, strategic and technical evidence, references and financial information, and submit the required application and tender documents. The offer must include a detailed technical memorandum of no more than 40 pages, two anonymized media-plan examples, anonymized reporting and campaign-summary examples, team CVs, the completed commitment form, unit-price schedule, estimated quantity schedule and bank details. The bid must be submitted electronically in French, or with a French translation, by 12 October 2026 at 11:00. Variants are not allowed and bids remain valid for 150 days. Technical value accounts for 60 points and price for 40 points. The supplier must address transparency of media purchases, data protection, cybersecurity, advertising fraud prevention, brand safety, responsible advertising and environmental performance. The framework is executed through purchase orders and the supplier must maintain traceable campaign records, provide reports and supporting evidence, use the Museum’s accounts where available, return operational data within 30 calendar days after the contract ends and support transition to a successor supplier.
