Manufacture of bedding equipment, including cold-weather products and multifunctional tarpaulins

Summary

The tender concerns the manufacture and supply of cold-weather sleeping bags, bivouac mattresses, cold-weather insulating mattresses, sleeping-bag liners and multifunctional tarpaulins. It is a 48-month framework agreement with three lots: a single-supplier lot for sleeping bags and multi-supplier lots for mattresses and liners/tarpaulins. The estimated annual quantities are 1,625 sleeping bags, 35,000 bivouac mattresses, 2,000 cold-weather insulating mattresses, 26,250 sleeping-bag liners and 30,000 tarpaulins. The deadline for the electronic tender and physical samples is 12 January 2027 at 15:00 Paris time. Evaluation is based on quality at 60%, price at 30% and environmental performance at 10%. Complete samples are mandatory and must be submitted separately from the electronic tender; missing or late samples make the tender irregular. The offer must also include technical documentation, component origins, delivery information and evidence supporting environmental labels or declarations.
