Summary

The tender concerns legal advice and legal assistance services for the Municipality of Saint-Germain-en-Laye. It is a single-provider framework agreement under which orders may be issued without a minimum volume; the maximum annual order value is EUR 150,000 excluding VAT for each of the three lots. The lots cover administrative and public procurement law, planning, environmental and public property law, and civil service law. The initial term is 12 months from 1 January 2027, with three possible one-year renewals, for a maximum total duration of four years. Bids must be submitted electronically in French by 5 October 2026 at 12:00. Bidders must prove professional authorization, sufficient turnover, team and technical capacity, and relevant previous experience. A separate technical and environmental memorandum and 3–5 relevant work examples are required for each lot. Bids will be evaluated on technical quality (65%), price (30%) and environmental measures (5%).
