Summary

The tender concerns project management assistance for the urban, financial and operational coordination of Est Ensemble’s 13 urban renewal projects. It is divided into two lots: 1) support for territorial management and contractual arrangements, and 2) neighbourhood-level scheduling, planning and urban coordination. A framework agreement with one contractor will be concluded for each lot for up to four years; bids may be submitted for both lots. Lot 1 has a maximum total value of EUR 300,000 excluding VAT, and lot 2 has a maximum total value of EUR 160,000 excluding VAT. Lot 1 includes both lump-sum and call-off services, while lot 2 is performed through unit prices and purchase orders. Bids must be submitted electronically by 8 October 2026 at 12:00. Variants are not permitted. The bidder must complete the European Single Procurement Document, submit a technical offer and complete the pricing schedules. The responsible team members and their professional profiles must be identified. A social-inclusion condition applies during contract performance: for every EUR 1,000 excluding VAT invoiced, one working hour must be provided to support the employment of an eligible person from a target group. The bidder must also comply with insurance, data-protection, confidentiality, French-language documentation and electronic invoicing requirements.
