Summary
The tender concerns project-owner assistance for coordinating and animating the regional network of the public housing renovation service in Corsica. The selected contractor will help prepare a multi-year regional action plan, coordinate governance and working meetings, organise webinars, training, site visits and stakeholder events, and produce monitoring tools, meeting materials, satisfaction analyses and experience reports. This is a single-supplier framework agreement operated through purchase orders. It has no minimum amount and a maximum annual amount of EUR 75,000 excluding VAT. The initial term is one year from notification, with up to three automatic one-year renewals, for a maximum total term of four years. Each ordered service must be capable of starting within 15 working days of the purchase order. The submission deadline is 5 October 2026 at 17:00, and tenders remain valid for 180 days. The application must demonstrate appropriate professional, technical and financial capacity. The bidder must provide the required application documents, references from the last three years, staff and management information, authority documents, bank references or relevant professional liability insurance evidence, and a detailed technical proposal. The offer must include the completed engagement document, the completed unit-price schedule in XLS or XLSX format, and, where relevant, subcontractor documentation. Submissions must be electronic and in French, or accompanied by a certified French translation. Award criteria are price 40%, technical quality 50% and sustainable development 10%. The technical proposal should explain the methodology, organisation, team qualifications and experience, and environmental measures, including concrete and preferably quantified measures to reduce travel and emissions.
