Technical inspection services framework agreement for schools, leisure islands and other buildings in the Île-de-France region

Summary

The Île-de-France Regional Council is procuring two multi-supplier call-off framework agreements for technical inspection services in public schools, leisure islands and other regional buildings. The services cover technical control during design, construction and handover, accessibility, thermal and radio continuity compliance certificates, electrical installation checks, safety and security studies, diagnostics, acoustic and airtightness testing, ventilation performance measurements and thermographic surveys. There are two lots: Lot 1 covers departments 77, 93, 91 and 94, divided into sectors 77/93 and 91/94; Lot 2 covers departments 75, 95, 78 and 92, divided into sectors 75/95 and 78/92. Each lot is intended for two economic operators, subject to sufficient tenders. A bidder may tender for both lots but may be awarded only one. Each framework lasts 12 months and may be renewed annually three times, with a maximum total duration of 48 months. The annual maximum commitment is EUR 3,000,000 excluding VAT per lot, with an annual minimum of EUR 50,000 excluding VAT per sector. The submission deadline is 12 October 2026 at 17:00, and electronic submission in French is mandatory. Price carries 50 points and technical quality 50 points. The technical submission must explain the methodology, team and information systems, provide detailed CVs and examples of relevant reports, and describe the bidder's social and environmental responsibility measures.
