Document coordination and deliverable monitoring services for construction operations

Summary

This is a single-supplier framework agreement for document coordination and deliverable monitoring for construction, tunnel and road infrastructure operations. The contractor must provide, configure, administer, operate and maintain a collaborative document and project-control platform, support users, coordinate document flows and approvals, monitor deliverables and deadlines, assist stakeholders, maintain security and continuity, and return the data and histories in usable formats. The framework has no minimum order commitment. Its initial term is 24 months, with one tacit 24-month renewal, for a maximum total duration of 48 months. The total maximum value is EUR 1,400,000 excluding VAT: EUR 700,000 for the initial period and EUR 700,000 for the renewal period. Orders will be issued as needed and without further competition. Bids must be submitted electronically in French by 5 October 2026 at 12:00. Offers are evaluated on price (25 points), technical value (65 points) and environmental value (10 points). The technical submission must explain the proposed platform, team organisation and methodology, as well as architecture, hosting, security, support, continuity, service levels and data reversibility. Environmental commitments concerning digital sobriety and the reduction of environmental impact become contractual commitments.
