Writing, design, printing and distribution of the Morlaix Mag

Summary

The City of Morlaix is procuring a single-supplier framework agreement with purchase orders for writing, design, printing and distribution of the Morlaix Mag. The contract is divided into three lots: Lot 1 design, writing and layout; Lot 2 printing; and Lot 3 distribution of the magazine and other publications. Bidders may apply for any or all lots, and the same bidder may receive all three. The framework runs initially for 12 months from 4 January 2027 or the notification date, until 31 December 2027, with three possible 12-month renewals through 31 December 2030. The annual maximum order values are EUR 25,000 excluding VAT for Lots 1 and 2 and EUR 15,000 excluding VAT for Lot 3. Offers must be submitted electronically by 2 October 2026 at 12:00. The offer remains valid for 120 calendar days and negotiations are not planned. The agreement uses unit prices, no variants or additional optional services are allowed, and the contract includes environmental requirements. The award criteria differ by lot: Lot 1 price 40%, technical value 52% and environmental criterion 8%; Lots 2 and 3 price 40%, technical value 50% and environmental criterion 10%. The bidder must provide the required candidature information, financial and technical capacity details, signed contractual forms, unit-price documents, technical memorandum, bank details and any subcontracting declarations. The technical submission must address the proposed resources, methodology, delivery or execution times, references and environmental measures. Samples and additional documents are required for the relevant lots, including design samples for Lot 1, recycled-paper print samples for Lot 2, and a sectorised distribution plan and control documents for Lot 3. Invoices must be submitted through Chorus Pro and payment is due within 30 days of receipt.
