FAIR 3: Expert services for cross-border procurement of air services

Summary

The Kvarken Council EGTC is procuring an integrated expert-services assignment for the FAIR 3 project on cross-border procurement of regional aviation services in northern Sweden, Finland and Norway. Part 1 covers regulatory analysis, market dialogue and European good practices; Part 2 develops a practical procurement framework, cost-sharing models, operational and financial scenarios, and an editable Excel calculation model. The work also includes stakeholder validation and a final strategy and action plan, with the contract running until 31 December 2027.
