Summary

The assignment comprises an independent assessment of Nepal’s Service Support Centre model for supporting rural water services, followed by a post-project review and government advisory work on institutionalisation and possible national replication. Phase 1 will examine implementation, service performance, financing, governance and information systems, including fieldwork in approximately 8–10 local governments and 32–40 water schemes. Phase 2 will verify which functions continue after project support ends and produce a national replication roadmap, legal and institutional action matrix, policy-engagement plan and national workshop.
