Market dialogue on the planned procurement of occasional daytime transport services for the Tornio city group, 2027–2029 (2030)

Summary

The Tornio city group is preparing a competition for occasional daytime transport services for 2027–2029, potentially extending to 2030. The planned framework agreement would cover on-demand taxi, minibus and bus journeys, for example for staff, visitors, schools and early childhood education. The contracting authority invites local transport operators and other industry participants to a market dialogue to discuss service arrangements, vehicles, drivers, availability, response times, procurement lots, pricing, waiting-time charges, quality and cooperation during the contract. The dialogue will take place on 15 October 2026 at 12:00, online via Teams or at Tornio City Hall. Written comments may also be submitted by the same deadline. This is not a request for tenders, and participation or non-participation will not affect a company’s position in any subsequent procurement.
