Summary

The tender concerns the design and construction of the first phase of the Vt 9 Tampere–Orivesi road project under a lump-sum Design and Build contract with a development phase. The development phase will last approximately three to four months and will be carried out jointly by the contracting authority and the contractor to optimise design solutions, technical and economic implementation solutions, product requirements, working methods and cooperation procedures, and to prepare the construction start. The contractor is not required to attach a preliminary construction design to its tender, but it remains responsible for ensuring that the proposed solutions comply with the product requirements. The development phase is paid for according to the actual hours worked and costs incurred, as provided in the development-phase contract. The contracting authority will decide whether to proceed to the implementation phase; the contract price will then be specified based on the agreed changes. The scope includes design and construction of the road works, all related road arrangements, equipment and installations, as well as information, reporting, warranty-period maintenance and reporting, and coordination duties associated with the main contractor role. The contractor must also perform all work and related procurement necessary to complete the works unless the procurement documents expressly exclude them.
