Financial and payroll administration services for the Municipality of Muurame

Summary

The tender covers complete financial administration and payroll and HR administration services, together with supporting SaaS systems, for the Municipality of Muurame. A tenderer may bid for both service areas or only one. Financial administration includes accounting, purchase and sales ledgers, payment transactions, reporting and tax returns. Payroll and HR administration includes payroll processing, employment and office-holder lifecycle management, leave and absence management, personnel data and travel and expense claims. The supplier will be responsible for implementation, integrations, data migration, super-user and support services, maintenance and continuous development. The solution must support Finnish municipal collective agreements, reporting, secure data processing and access-rights management. The services concern approximately 420 employees and office-holders and 61 elected representatives. Tenders must be submitted by 25 September 2026 at 12:00. Awarding is based on the best price-quality ratio: price up to 80% and quality up to 20%. The contract is expected to start on 1 April 2027 and will run for three years, with two possible one-year extension options. Tenders must remain binding until 31 December 2026.
