Market consultation for an income and asset information service

Summary

This is a market consultation, not a contract notice or request for tenders. The Etelä-Karjala and Päijät-Häme wellbeing services counties are seeking suppliers that can present digital solutions for automatically compiling income and asset information to support client-fee decisions and, potentially, maintenance-support calculations. The solution should support home care, communal housing, 24-hour housing and family-law maintenance calculations, with appropriate consideration of spouses’ and both parents’ income data. It should integrate with the Tax Administration and Kela through the LIPA service gateway, meet DPIA security requirements, provide authentication, access control, logging, data-flow and architecture descriptions, and allow documents to be generated in PDF or PDF/A format without creating an archiving obligation in the service. Suppliers are asked to submit a brief, informative response by 14 September 2026 at 15:00 to hankinnat@ekhva.fi and hankinnat@paijatha.fi. No tenders are requested, participation is not binding, and the authorities have not committed to carrying out the procurement.
