Invitation to a market survey: Procurement of helicopter services

Summary

This is a preliminary market consultation, not a request for tenders. The Natural Resources Institute Finland (Luke) is planning helicopter-based aerial survey services for moose, wild forest reindeer, grey seals and bean geese, as well as fitting tracking devices to wild forest reindeer. The planned procurement would be divided into four lots, with an indicative selection of one or two suppliers per lot, and framework agreements intended to be available from early 2027. Interested companies must register for the market dialogue by email to kilpailutus@hansel.fi by 9 September 2026 at 12:00, using the subject “Luonnonvarakeskus – Lentolaskentapalvelut”. The registration must include the company name and business ID, contact person’s name and email address, interest in providing services throughout Finland, and information about the available equipment and personnel. No tender is requested at this stage.
