Final evaluation of Bilbao City Council’s plan to normalise the use of Basque

Summary

Bilbao City Council is procuring the final evaluation of its 2023–2027 Plan to Normalise the Use of Basque. The work combines surveys, direct observation of in-person, telephone and email communications, and six two-hour consultation and review sessions; the reference scope includes about 2,500 municipal employees across 30 directorates, 60 political representatives and municipal officials, 30 Basque-language groups and 50 coordinators. Deliverables include the final and executive reports, editable datasets and working materials, and a presentation of the results. The contract is scheduled to run for nine months, excluding August.
