Security and guarding services for Granollers municipal facilities and cultural events

Summary

Granollers City Council, Roca Umbert – Fàbrica de les Arts (RUFA) and EPE Granollers Mercat are procuring private security, guarding, access-control and auxiliary services in two lots. Lot 1 covers regular services at the municipal police headquarters, the Citizen Service Office (OAC) and Social Services buildings: 6,780 hours are estimated for unarmed security guards and 2,000 hours for auxiliary staff. Lot 2 covers services ordered as needed for cultural events and other activities run by the municipal cultural service, RUFA and Granollers Mercat; an estimated 2,756 hours are divided among unarmed security guards, access controllers and auxiliary staff. An explosives security guard may also be required for particular events. The initial contract term is one year from 1 January 2027, or from the later contract-signing date, with one possible one-year extension. The one-year budget ceiling is €329,773.40 including VAT: €251,075 for Lot 1 and €78,698.40 for Lot 2. Payment is based on hours actually ordered and delivered at the awarded unit rates; the full budget need not be spent. Bids are assessed on price (up to 49 points), response and replacement times, and, for Lot 1, specific staff training. Bidders must demonstrate lot-specific turnover and relevant experience, hold current private-security company authorisation, and appoint a service coordinator with at least two years’ relevant experience. The contractor must ensure service continuity and comply with labour, pay, social security and insurance requirements.
