Consultancy, audit and certification services for the ISO 9001:2015 quality management system

Summary

The tender covers maintenance, monitoring and continual improvement of the Calafell City Council Employment and Training Department’s ISO 9001:2015 quality management system, including services such as vocational training, the job bank and employment guidance. It is divided into two mutually incompatible lots: Lot 1 covers consultancy, review of system documentation and processes, internal audits, advice on improvements and, where needed, expansion of the system’s scope; Lot 2 covers independent external audits and maintaining or renewing the certification. A bidder may apply for both lots but may be awarded only one. The Lot 1 contractor and companies in its corporate group are ineligible for Lot 2. Lot 1 includes six four-hour working sessions per year, up to 12 sessions over the contract and any extension, as well as email advice, normally answered within five working days. Lot 2 includes the 2027 surveillance audit and, if the contract is extended, the 2028 recertification audit; the current certificate expires on 23 May 2028. The initial term is one year, with a possible one-year extension subject to a favourable assessment of the service. The total estimated value excluding VAT is €6,727.26. The VAT-inclusive budget is €3,120 for Lot 1 and €950 for Lot 2, €4,070 in total. Award criteria include price and experience; Lot 1 also awards points for additional auditor qualifications and free staff training. Bidders must meet the financial and experience requirements and submit the required evidence. Contract performance requires protection of confidential personal data.
